Scientific Support and Monitoring for Marine Pollution Emergency Response

The project of the year 2013 is to run the oil spill and chemical dispersion simulations with the environmental information on the region of Taiwan waters; and also to provide the spill and dispersion tracks for oil and chemicals in the containment regions. All the information will provide to the National authority – EPA for decision making. During the project year, our group has to stand by 24/7. Once receiving the emergency calls of marine pollution from the EPA, we have to model pollution simulations and analyze the model results to provide EPA as valuable information during project execution. We also provide daily report (model and observations) to track the pollution spreading situation. In addition, OSD (Oil Spill Detection system), including radar, software and apparatus, developed by the Norway MIROS is used to detecting the oil spill, waves, currents, and wind speed/direction information during the event. This system mounted on 8.5-ton truck with the detection range of 3-8 km, not only can instantly display the locations of the oil spills, but also can predict the speed and direction of short-turmoil spill drift. The real-time environmental data (waves, currents, meteorological parameters) also detected by OSD system can be used as input parameters to OILmap software as well as CHEMmap software for enhancing the accuracy of the oil pollution and chemical pollution dispersion models. In this project, there is another section – to implement the real-time continuous monitoring the water quality in the river mouth of Donggang River. We tracked all parameters changes of seawater quality, such as sea temp., sea salinity, pH, dissolved oxygen, and so on. If a pollution incident occurs in this river, the warning signals will be informed automatically and the acquired information from monitoring systems can be used to evaluate the trends of seawater at that moment. Not only this, the long-term acquired information also provides us an important foundation for the development of pollution control strategies.We also collect marine chemical incidents occurred in foreign countries. We analyze the reasons incident occurrence, decision making procedure, command and conduct of clearing the chemical pollution. Base on the model simulation and an emergency measure, we provide a valuable information of marine chemical incident to the EPA, including Hot Zone and Cold zone, in order to command and conduct the emergency work. The project results (OILmap and CHEMmap model simulations) will be integrated with EPA’s「MARINE POLLUTION PREVENTION SYSTEM」, as well as to provide a scientific foundation for EPA to establish the exchange platform of numerical simulation on emergency contamination in the ocean.
